Russia put up towers in Mariupol that track Ukrainians' digital activity, an advisor to the city's exiled mayor says. He described the Russian troops' activities as Orwellian. "This is equipment for monitoring conversations and Internet traffic of Mariupol residents," Andryushchenko wrote alongside a video. The Russians are also using the towers for military communications, he wrote, adding that Russian troops have erected 40 such towers in Mariupol over the last three months. Old Orwell would simply be amazed how all his fictions became the reality of Mariupol," Andryushchenko wrote, referring to "1984" author George Orwell.

Bitcoin miners are barreling toward the "halving" — a major market-making event that some fear will be a death knell to many in the industry. "We're taking a long-term bet on bitcoin and on the fact that bitcoin mining will survive and will bounce back even stronger." Texas has grown to dominate bitcoin mining partly because of support from local authorities and the operator of the Texas energy grid, ERCOT. Even during the bear market, Texas miners are building out, buying new sites and fresh fleets of hardware. The mining company was spun off from Chinese bitcoin mining giant Bitmain and went public via SPAC earlier this year.

Putin has reportedly given his defense minister until early next month to stop Ukraine's counteroffensive. These demands could explain why Russia is launching relentless counterattacks even if they come at a steep cost to the Russian military. The general also claimed he was removed from his post after raising concerns about issues Russian forces were facing on the frontlines in Ukraine. Ukraine's counteroffensive has had slow progress as Kyiv's forces try to take back Russian-occupied land in the country's east. But recently, Ukrainian forces have pushed through some Russian defenses.

War analysts say three conditions must be true for Ukraine to make a breakthrough against Russia's defensive lines. First, Russia can't have the combat power and reserves to keep up its attacks in western Zaporizhzhia. Second, Ukraine will need combat power to keep moving after breaking through Russia's combat power. And third, Russia's defensive positions are not well prepared or heavily mined. That's according to the Institute for the Study of War, a Washington, DC-based think tank that closely monitors developments in Russia's ongoing war against Ukraine.

REUTERS/Liz Hampton/File Photo Acquire Licensing RightsSept 13 (Reuters) - Vital Energy has signed agreements valued at about $1.17 billion to expand its acreage in the Permian Basin, where dealmaking is gathering pace as drillers tap the largest U.S. oil patch to quickly replenish their depleting reserves. The deal will increase the company's current production by about 35,000 barrels of oil equivalent per day (boepd), Vital said on Wednesday. Vital in May also acquired Permian assets of Forge Energy II Delaware, an EnCap portfolio company, in a $540 million all-cash deal. The deals announced on Wednesday, with the affiliates of Henry Energy and Henry Resources, Tall City Property Holdings III and Maple Energy Holdings, are expected to close in the fourth quarter, Vital said.

Attorney General Merrick Garland said in a statement Thursday that the move is a result of the bipartisan law passed by Congress last year. The "gun show loophole" has been cited for years as a major hole in the federal background check system, allowing a vast number of private sales without background checks. The ATF currently licenses about 80,000 brick-and-mortar gun dealers, but gun sales are increasingly taking place outside that system, free of background checks. Earlier this year, Biden signed an executive order designed to expand background checks. Biden also noted that the law closed the so-called boyfriend loophole by keeping guns away from unmarried dating partners convicted of abuse.

The outlook for stronger energy prices has not changed the focus on investor returns from the U.S. industry, according to the report's authors, Ernst & Young LLP. Last year's investor payouts were up substantially - 214% over 2021 and more than sevenfold over 2020 levels, the report said. Money spent on finding and tapping oil and gas also rose, but as a much slower pace. Returns benefited from strong oil and gas pricing and a cost-consciousness that emerged after energy prices collapsed three years ago. Profit per barrel last year hit $32 compared to about $10 in 2014, when energy prices were about the same level as today, EY said.

But reports show both Russia and Ukraine are also using SAMs to hit land targets. A S-200 surface-to-air missile system. On Sunday, a UK intelligence update said there were increasing reports of surface-to-air missiles striking land targets inside Russian-controlled territory. With the S-200s, Ukraine can strike Russia without breaking any promises to its allies. When used for attacks against land targets, the supersonic weapons are notoriously inaccurate and cause massive collateral damage.

A video compilation featuring clips of the 2020 explosion at Lebanon’s Beirut port has been falsely linked online to the Russian missile strikes on the port of Odesa in Ukraine in 2023. The clip at 1:03-1:09 can be seen in a Beirut explosion video hosted by licensing platform Newsflare (here). Reuters was not able to source the clip showing a yellow car (1:33-1:43), but the visuals of the explosion align with the other clips of the Beirut explosion. The white structure visible in the final video at 1:44 video matches the silos at the Beirut port (bit.ly/47n9tZ8). A Russian warship was struck by a Ukrainian drone boat that it doesn't appear to have seen coming. Just a few days before this attack, Russian vessels were fighting off drone boats in another incident. "It just seems very strange they didn't respond at all to the incoming drone boats," Clark added. The Russian ship may have assumed it was safe in Novorossiysk, given that the port is roughly 350 miles from the Ukrainian port city of Odessa, but it shouldn't have. The reach of Ukraine's drone boats was hardly a secret.

REUTERS/Manuel Silvestri/File PhotoJuly 31 (Reuters) - UNESCO experts have recommended that Venice and its lagoon be added to its list of World Heritage in Danger as Italy is not doing enough to protect the city from the impact of climate change and mass tourism. UNESCO World Heritage Centre experts regularly review the state of the UN cultural agency's 1,157 World Heritage sites, and at a meeting in Riyadh in September, a committee of 21 UNESCO member states will review more than 200 sites and decide which to add to the danger list. Other sites recommended to be put on the danger list this year are the cities of Kyiv and Lviv in Ukraine. A spokesperson for the Venice municipality told Reuters the city "will carefully read the proposed decision published today by the Center for UNESCO's World Heritage Committee and will discuss it with the government".

First inked in July 2022, the U.N.-brokered Black Sea Grain Initiative has been repeatedly elongated in short increments, amid increasing discontent from Russia over perceived restrictions that limit the full dispatch of its own grain and fertilizer exports. The Black Sea grain initiative was set up to abate a global food crisis, after Moscow launched a full-scale invasion of fellow key grain exporter and neighbor Ukraine. "The Black Sea agreements ceased to be valid today. Unfortunately, the part relating to Russia in this Black Sea agreement has not been implemented so far. "I strongly condemn Russia's cynical move to terminate the Black Sea Grain Initiative, despite UN & Türkiye's efforts," European Commission President Ursula van der Leyen said on Twitter on Monday.

Michael Bociurkiw CNNOn Friday, after months of debate, US President Joe Biden announced that, as part of a new $800 million military aid package, the administration will be sending controversial cluster munitions to Ukraine. “No to cluster bombs and yes to the legitimate defense of Ukraine, which we understand should not be carried out with cluster bombs,” said Spain’s Defense Minister Margarita Robles. Discord among US allies over cluster munitions might have been avoided altogether, had western capitals moved more swiftly to provide Ukraine with lethal weaponry. To keep the Ukrainians from running out and being defeated, we must send them cluster munitions. Cluster munitions could bring Kyiv a temporary battlefield advantage.

Romanian port operators shipped 8.6 million tonnes last year, and 6.3 million tonnes in the first five months of 2023, the Constanta Port authority told Reuters. The port handled 12.17 million tonnes of grains overall in the first five months, a 21% jump on the year. "There are premises that Constanta Port will see a new traffic record," the authority said. As a result, the port could be overwhelmed, even if Black Sea grain initiative is extended, according to Cezar Gheorghe of Romanian grain market consultancy AGRIColumn. The port has a storage capacity of 2 million tonnes, but flows need to be stringently separated for origin certification.

An oil pumpjack pulls oil from the Permian Basin oil field on March 14, 2022 in Odessa, Texas. Oil prices fell on Thursday after Russian Deputy Prime Minister Alexander Novak played down the prospect of further OPEC+ production cuts at its meeting next week. In the previous session, oil prices were supported by a warning from Saudi Arabia's energy minister that short-sellers betting oil prices will fall should "watch out" for pain. U.S. crude inventories fell by 12.5 million barrels to 455.2 million barrels as imports declined. Gasoline inventories dropped by 2.1 million barrels in the week to 216.3 million barrels, the EIA said, while distillate stockpiles fell by 600,000 barrels to 105.7 million barrels.

CNN and the GVA define a mass shooting as a shooting that injures or kills four or more people, not including the shooter. They argue that more firearms and higher gun ownership increases public safety – a stance that continues to be at odds with gun violence experts and data. The area around the Robb Elementary School signs has become a memorial dedicated to the victims of the May 24 mass shooting. Mass shootings are just a piece of that, and the strategies that we’re laying out will impact mass shootings. They’ll also impact a lot of other types of gun violence and that’s absolutely critical to saving lives,” Horwitz said.
